The Chihkan Cultural Area is defined by the Chihkan Tower as its most prominent landmark. The region approximately extends from Xinmei Street in the east to Chenggong Road in the south, reaching around the area of Minquan Road. It's worth mentioning that Xinmei Street was once the 17th-century coastline of Tainan. In 1624, after the Dutch built Fort Zeelandia in Anping, they opted to construct another political and economic center—Fort Provintia (now known as Chihkan Tower)—on the opposite bank of the Taijiang River in Chihkan, which at the time was known to the locals as the area of the Pingpu tribe’s Chihkan community. Streets like Chihkan Street and Provintia Street were subsequently developed, marking the beginning of the flourishing commercial history of the city.
Chihkan Tower served as the heart of early Tainan's old city development. The area is rich in historical monuments and is one of the few cultural districts in Taiwan that features architecture from both the Dutch and Zheng eras. Notably, within this area are three National Grade 1 Historic Sites. Aside from Chihkan Tower, which was highly recommended by the Washington Post's travel section, other sites worth visiting include the residence of King Ningjing from the Zheng period (now the Tainan Grand Matsu Temple) and the Sidian Wu Temple, which was remodeled from King Ningjing’s Guan Yu Hall. Additionally, within the park are related old streets and other Class 3 historic sites suitable for exploration, such as the residence of Chen Deju Hall, who was a loyalist to the Zheng family, the bustling Tian Gong Temple, the Beiji Temple featuring a plaque personally inscribed by King Ningjing, and the Kaiki Lingyou Temple, home to a golden-faced Xuántiān Shàngdì deity.
